I totally disagree.
I mean, Total Defence is about EVERYONE playing a part.
Then why is there Military, Economic, Social, Civil and Pychological Defence?
Even children need to play a part.
It's part of our National Education.
Anyways, it's TOTAL Defence.
We have to be A PART,
not APART.
